Developing a Game Plan
At this point I looked at my map and tried to figure what game play would be like. This is the creativity part. I from here on out there's no set formula or process you can follow. You need to follow the syntax of scripting very accurately, however the game's direction is still very much in the air. I like to play a few sample games before I go too far. Thinking about the whole game plan I immediately looked at what I had mapped out for industries and the restrictions I already put in place. We'll finish up with a few things then move on to the events.
Paint Territories Icon First to finish up I'll load up the paint territory tool and make a northern and southern territory. I'll have the player begin in the north with the south having an access cost of $5 million. This way the user must be well established before crossing the river.

Continuing with this idea I filled up the map with my cities. It took a little time, but I used the "copy from city" feature to import previous setting which made it easier. The idea is basically: breweries near the rice fields, refineries near oil wells, and so on.
